BattleFleet 1939 awarded the player an in-game rank based on the points scored in missions, death-match scenarios, Free Hunt scenarios and campaigns, following the same production-point scoring described in the BattleFleet 1939 manual. Standalone missions, death-match and Free Hunt scenarios only unlocked the lower half of the ladder, from Lieutenant (Junior) down to Recruit; only campaign play could unlock the full 28-rank ladder, including the five named historical fleet commanders at the top of each navy's list. Ranks 1CO through 18CO were Commission Officer grades, and ranks 19NCO through 28NCO were Non-Commission Officer grades — the same split used throughout the manual's unit and rank documentation.

Each of the four playable navies — the United States Navy, the Kriegsmarine, the Royal Navy and the Imperial Japanese Navy — had its own named ladder, though the underlying rank structure (military grade and NCO/CO split) was identical across all four. The top five Commission Officer ranks in each navy were named after real historical fleet commanders of the Second World War; further site coverage of each navy is on the pages for the United States Navy, its wartime admirals, the Kriegsmarine's Karl Donitz and Erich Raeder, and the Imperial Japanese Navy's wartime admirals. Recorded player scores and the ranks they achieved are on the BattleFleet 1939 Hall of Fame.

The BattleFleet: Pacific War rank ladder followed the same Commission Officer / Non-Commission Officer structure, with its own campaign-specific top ranks (Chester Nimitz and Ernest King for the USN Pacific War campaign, Isoroku Yamamoto and Chuichi Nagumo for the Japan campaign); recorded scores for that game are on the BattleFleet: Pacific War Hall of Fame.
